Children, disabled, mentally ill, and elderly populate foster care, residential treatment centers, and jails, while their federal funds are used to profit private revenue maximization actuarial businesses and to line state coffers. These private businesses provide data for risk assessment, predictive analytics, revenue maximization and hundreds of other functions. Hatcher writes about the probation system, "In such strategies, a county court system might be working with one company to collect fees and fines, another to run probation, another company to operate and electronic system for probationers, and possibly another company to help manage the entire court system through computerized systems."
