This directly pertains to IV Federal funding and how it will be used. in layman's terms it switches the fact that instead of getting adoption bonuses they can use title IV funding in any way that they see fit. This includes but is not limited to placing children in foster care or adopting them out or place them in kinship care or a residential Treatment Facility. This will not shut down the system. the money will still flow in. Children will still be taken.
