What is human trafficking? According to the definition there are two primary qualifications for human trafficking: 1, The restriction of movement, and 2. The commercial exploitation of the person. Obviously foster care meets the first qualification, add financial incentives for removal and the child welfare system meets both qualifications. State funding only partially covers the costs of basic care for foster kids. So where does the rest of that money go? I do not know, but I can tell you where it doesn't go, to help those children.
